95. Apologies for Absence
Apologies were received from Councillor Goodwin and Councillor Sullivan.
Substituting for Councillor Goodwin was Councillor Mrs Tomlinson.
Substituting for Councillor Sullivan was Councillor M Tomlinson.
96. Declarations of Interest
Councillor M Tomlinson declared a personal and prejudicial interest in Minute No. 101b – F/TH/11/0455 – Cricket Pavillion, Dane Park, Margate and left the meeting for this item. He was not involved in the voting theron.
Councillor Mrs Tomlinson declared a personal interest in Minute No. 101c – F/TH/11/0195 – Ramsgate Sports Centre, High Street, Ramsgate.
97. Minutes of Previous Meeting
The minutes of the Planning Committee meeting held on 21 September 2011, were approved and signed by the Chairman.
98. Site Visit - 7 October 2011
The Committee gave further consideration to the following:-
(a) 2 Salisbury Avenue, Broadstairs
Erection of outbuilding in rear garden.
Moved by Councillor Cohen and seconded by Councillor Gregory that:
“the application F/TH/11/0614 be approved subject to the following conditions:
(1) The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
GROUND:
In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
(2) The development hereby approved shall be carried out in accordance with the submitted plans A101-A103.
GROUND:
To secure the proper development of the area.
(3) Prior to the completion of the development hereby approved details of the materials to be used in the construction of the external surfaces of the development shall be submitted to, and approved in writing by, the Local Planning Authority. Development shall be carried out in accordance with the approved samples.
GROUND:
In the interests of visual amenity in accordance with Policy D1 of the Thanet Local Plan.
MOTION ADOPTED.
99. Arlington House & 1-50 Arlington Square, Margate - Listed Status of Scenic Railway
The following motion was:
Proposed by Councillor Everitt and seconded by Councillor C Hart:
“that Committee agrees to refer the Planning Application for Arlington House and 1-50 Arlington Square (F/TH/10/1061) for decision by Full Council in the interest of transparency and accountability”
Following a 5 minute adjournment it was agreed that this was a valid motion and on being put to the vote was:
CARRIED.
Therefore item 5 – Arlington House & 1 – 50 Arlington Square, Margate – Listed Status of Scenic Railway and
Item 6 – Arlington House & 1 – 50 Arlington Square, Margate – Timing of the proposed works to Arlington House
were withdrawn from the agenda.

101. Schedule of Planning Applications
(a) 2 Salisbury Avenue, Broadstairs CT10 2DT
Retention of 2 satellite dishes on outbuilding.
Moved by Councillor Cohen and seconded by Councillor Gregory that:
“the application F/TH/11/0697 be approved”
MOTION ADOPTED.
(b) Cricket Pavillion, Dane Park, Margate CT9 2AA
Change of use of land to open storage in association with existing sports facilities, together with the erection of a 2.4m high palisade fence.
Moved by Councillor Gregory and seconded by Councillor Campbell that:
“the application F/TH/11/0455 be approved subject to the following conditions:
(1) The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
GROUND:
In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
(2) The development hereby approved shall be carried out in accordance with the submitted plans.
GROUND:
To secure the proper development of the area.
(3) At no time shall any part of the application site be used for the storage of items other than sports and related equipment.
GROUND:
As the use of the land for storage, other that for that which is in connection with and necessary to support outdoor recreational or sporting activities at Dane Park would represent an unjustifiable loss of public open space in accordance with policy SR10 of the Thanet Local Plan”
MOTION ADOPTED.
(c) Ramsgate Sports Centre, High Street, Ramsgate CT11 9TT
Erection of extension to incorporate swimming pool and spa, with external alterations.
Moved by Councillor Cohen and seconded by Councillor Gregory that:
“the application F/TH/11/0195 be approved”
With the agreement of the seconder the Chairman withdrew his proposal for approval.
Moved by Councillor Campbell and seconded by Councillor Cohen that:
“Members undertake a site visit in order to assess the situation”
