203.          Application for Review Following Summary Review Brought by Senior Police Officer - Bulls Head, 1 Market Place, Margate

 

The Regulatory Services Manager outlined the report in respect of the Application for Review following summary review brought by Senior Police Officer – Bulls Head, 1 Market Place, Margate to the Licensing Sub Committee.

 

The applicant’s representative addressed the Licensing Sub Committee and the following was agreed:-

 

Moved by Councillor Gregory and seconded by Councillor Nicholson and resolved that the public and press be excluded from the meeting under regulation 14 of the Licensing Act 2003 (Hearings) Regulations 2005. 

 

The applicant’s representative addressed the Licensing Sub Committee.

Moved by Councillor Nicholson and seconded by Councillor Roberts that:

 

“to modify the conditions of the premises licence as follows:

 

(1)       CCTV to be fitted to a standard agreed to by the police that complies with the           CCTV Code of practice (2008 edition) produced by the Information Commissioners Office, with all public areas, including all access and egress points covered. This is also to include any exit            doors to Market Place.

 

(2)       The CCTV system will be maintained and serviced on a regular basis and records kept to that effect.

 

(3)       CCTV shall be operational at all times that members of the public and/or staff are on the premises.

 

(4)        Images will be retained for a period of at least one calendar month by           whatever means the licence holder deems appropriate.

 

(5)        The Police or Local Authority will have access to these images at any            reasonable time.

 

(6)       The Police or Local Authority will be allowed to take a recording by way of tape, CD Rom or any other means immediately on the request being        made.

 

(7)        A logbook will be kept detailing all incidents that occur at the premises.         This will be a bound book which will detail the following:

           

 

(8)       Prominent, clear and legible notices are displayed at all exits requesting patrons to respect the needs of local residents and to leave the premises and the area quietly
