“application F/TH/10/0781 be approved subject to the following conditions:
(1) The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
GROUND: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
(2) The proposed development shall be carried out in accordance with the submitted plans drawing nos. 3558.509; 2901-01; 2901-02; 2901-03; 2901-05; and 2901-06, and revised drawing no. 2901-04 Rev A dated 05 October 2010.
GROUND: To secure the proper development of the area.
(3) Prior to commencement of the development hereby approved, large scale drawings of the proposed walls and gates shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with approved duties.
GROUND:
To preserve the visual appearance of the area in accordance with advice in Planning Policy Statement 5.
(4) In the event that contamination is found that was not previously identified at any time when carrying out the approved development, it shall be reported in writing immediately to the Local Planning Authority. An investigation and risk assessment shall be undertaken at that time in accordance with a site characterisation report that shall be submitted to and approved in writing by the Local Planning Authority and where remediation is necessary a remediation scheme shall be submitted to and approved in writing by the Local Planning Authority. Prior to the occupation of the approved development and following completion of measures identified in the approved remediation scheme a verification report shall be submitted to and approved in writing by the Local Planning Authority.
GROUND: To ensure that the proposed development will not cause harm to human health of pollution of the environment, in accordance with advice contained within Planning Policy Statement 23.
(5) The bull-nosed, sea-facing, projection at the top of the present sea wall shown on drawing no.2901-06 shall be provided and thereafter maintained.
GROUND: To preserve the visual appearance of the area in accordance with advice in Planning Policy Statement 5.
(6) INFORMATIVE
The applicant is advised that care should be taken during and after contaminating materials should be stored (for example in bunded areas secured from public access) so as to prevent accidental/unauthorised discharge to ground. The area’s for storage should not drain to any surface water system.
Where it is proposed to store more than 200 litres (45 gallon drum = 205 litres) of any type of oil on site it must be stored in accordance with the Control of Pollution (oil storage) (England) Regulations 2001. Drums and barrels can be kept in drip trays if the drip tray is capable of retaining 25% of the total capacity of all oil stored”

“application F/TH/10/0673 be approved subject to the following conditions:
(1) The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
GROUND: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
(2) Within a visibility splay of 1metre by 1metre to the right hand side of the access (when facing the property) and 2metres by 2metres on the left hand side, adjacent to the access hereby permitted, there shall be no obstacle exceeding 1metre in height.
GROUND: In the interests of highway safety.
(3) The brick bond and mortar used shall match that of the adjoining property, unless otherwise agreed in writing by the Local Planning Authority.

“application F/TH/10/0694 be delegated to the Director of Regeneration Services to approve following the expiry of the statutory public notification period, and subject to no new material considerations be raised and subject to the following conditions:
(1) The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
GROUND: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
(2) No development shall take place until samples of the materials to be used in the construction of the external surfaces of the development hereby permitted have been submitted to, and approved in writing by, the Local Planning Authority. Development shall be carried out in accordance with the approved details.
GROUND: In the interests of visual amenity in accordance with Policy D1 of the Thanet Local Plan.
(3) Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting that order with or without modification) gates, walls, fences or other means of enclosure shall be erected without the prior written permission of the Local Planning Authority.
GROUND: To ensure a satisfactory external treatment and in the interests of the visual amenities of the locality in accordance with Policy D1 of the Thanet Local Plan.
(4) Precise details shall be submitted of drainage, sewerage and other service routes from the application site which shall be located to avoid possible root damage to the preserved trees on the site and such details shall be agreed in writing by the Local Planning Authority prior to the commencement of the development.
GROUND: In order that the trees may be given protection during site works, in the interest of visual amenities in accordance with Thanet Local Plan Policy D1.
(5) All hard and soft landscape works shall be carried out in accordance with the approved details. The works shall be carried out prior to the occupation of any part of the development, or in accordance with a programme of works to be agreed in writing with the Local Planning Authority. Any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives any written consent to any variation.

Car Park, Vere Road, Broadstairs Minutes: Erection of 14no. dwellings; erection of toilet building together with resurfacing of car park.
Moved by Councillor Ward and seconded by Councillor Campbell that:
“the application F/TH/10/0753 be deferred and delegated to the Director of Regeneration Services to approve subject to a legal agreement to secure a financial contribution towards the necessary community facilities and subject to the following conditions:
(1) The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
GROUND: In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
(2) Details of the materials to be used in the construction of the external surfaces of the development hereby permitted shall be submitted to, and approved in writing by, the Local Planning Authority prior to the commencement of any works. These details shall be in accordance with the materials shown on the plans, hereby approved.
