Change of use of storage barn to 1no. dwelling.

 

Moved by Councillor Gregory and seconded by Councillor Campbell that:

 

the application F/TH/11/0933 be refused for the following reasons:

 

(1)  The site is outside the built up area boundary of any settlement on previously undeveloped agricultural land and, as such, represents an unsustainable and inappropriate form of development within the countryside, and in the opinion of the District Planning Authority there are no circumstances which justify the granting or permission in this case. The proposal is contrary to policies H1 and CC1 of the Thanet Local Plan, policies SP3, C4 and CC6 of the South East Plan and guidance contained within Planning Policy Statement 7.

 

(2)  The proposed residential development is situated in an area which is subject to a high risk of flooding. The living accommodation within the proposed ground floor of the property would be particularly susceptible to flooding. Accordingly, the proposed dwelling would result in a development that would potentially cause unacceptable risk to life, contrary to policy NRM4 of the South East Plan and guidance contained within Planning Policy Statement 25”

Richborough Power Station, Sandwich Road, Ramsgate - Planning application F/TH/11/0727 pdf icon PDF 75 KB

Minutes:

This report concerns the planning application for demolition of the 3 no cooling towers and 1 no Chimney, creation of a site compound and associated works at site of the Richborough Power Station that was considered by the Planning Committee on 18 January 2012 and resolved to be approved subject to a number of conditions, one of which (draft condition 18) would require demolition to be halted if a fault in the electricity supply occurs within 24 hours of the Scheduled Blast Time, that necessitates the use of the substation at Richborough.

 

The decision notice has not yet been issued. The applicant has subsequently been in discussion with the UKPower Networks and has agreed wording of an alternative condition that the applicant has requested be imposed by the Council. It is recommended that the requested alternative wording of condition 18 be imposed.

 

Moved by Councillor Cohen and seconded by Councillor Gregory that:

 

“Members confirm that planning permission be granted subject to the conditions resolved by the planning committee on 18 January 2012 save for the amendment to draft condition 18 as set out below:

   

  ‘The scheduled blast time (SBT) shall be delayed for not more that 3 hours in the event that the applicant receives at least 1 hours notice prior to the SBT from UK Power Networks that it requires to undertake urgent and necessary works to the network without which electricity supply to the local area would be prevented’
