The Chairman announced the recent death of Councillor Goodwin who had been on the Planning Committee since 2007.

 

Members expressed deepest sympathy to Councillor Goodwin’s wife and family.

Following some debate Councillor Cohen withdrew his proposal and it was then moved by Councillor Hayton and seconded by Councillor Campbell that:

“the application F/TH/12/0108 be approved subject to the following conditions:

 

(1)  The development hereby permitted shall be begun before the   expiration of three years from the date of this permission.

 

GROUND:

In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

 

(2)  The proposed development shall be carried out in accordance with the submitted application as amended by the revised drawing Revision B and revised block plan, dated 27 April 2012.

 

GROUND:

To secure the proper development of the area.

 

(3)  No development shall take place until samples of the materials to be used in the construction of the external surfaces of the development hereby permitted have been submitted to, and approved in writing by, the Local Planning Authority. Development shall be carried out in accordance with the approved details.

GROUND:

In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

 

(2)  The proposed development shall be carried out in accordance with the submitted application as amended by the revised drawings numbered 12/01/02c and 12/01/03c, dated 02 April 2012, showing alterations to the roof slope, materials and boundary treatment.

(1)  The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

 

(2)  The proposed development shall be carried out in accordance with the submitted plan numbered Q1282_001_01 received by the Local Planning Authority on 20 March 2012 and site plan received by the Local Planning Authority on 3 May 2012.

(1)  The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

 

GROUND:

In accordance with Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

 

(2)  No development shall take place until the applicant, or their agents or successors in title, has secured the implementation of:

(i)  archaeological field evaluation works in accordance with a specification and written timetable which has first been submitted to and approved in writing by the Local Planning Authority; and

(ii)  following on from the evaluation, any safeguarding measures to ensure preservation in situ of important archaeological remains and/or further archaeological investigation and recording in accordance with a specification and timetable which has been submitted to and approved in writing by the Local Planning Authority.

 

GROUND:

To ensure that due regard is had to the preservation in situ of important archaeological remains in accordance with advice in the National Planning Policy Framework.

(1)  The application site, which is to be developed, does not constitute previously developed land and as such the proposed residential development would involve the release of Greenfield land, where there is no identified need, contrary to policy H1 of the Thanet Local Plan, which seeks to concentrate development on brownfield land at appropriate locations within the confines of existing urban areas and rural settlements”
