Application for Premises Licence - The Ruby Lounge, Duke Street, Margate Additional documents:
Minutes: The Regulatory Services Manager outlined the report in respect of the Application for Premises Licence – The Ruby Lounge, Duke Street, Margate to the Licensing Sub Committee.
The Environmental Protection Officer addressed the Licensing Sub Committee.

Moved by Councillor Campbell and seconded by Councillor Dwyer that:
“to grant the application with conditions consistent with the Operating Schedule accompanying the application and the conditions mentioned at 2.5 of the report and the additional conditions referred to in the Memo dated 21 December 2011 as follows:
(E) A sound limiting device to be installed and set by a qualified engineer, levels to be agreed by Environmental Health.
(F) Recorded music will finish no later than 23.00hrs with a seasonal variation as per the application.
Amplified live performances will finish no later than 23.00 hrs as per the seasonal variation.
In addition the potential for sound break out from the main doors to the front of the premises (facing The Parade) has not been adequately addressed as part of this application. Therefore, amended plans detailing an internal lobby area, with self closing doors, surrounding entry and egress points to the front of the premises must be submitted for agreement. The doors facing Duke Street should not be used, other that for emergency, during live or recorded music events. The positioning of speakers within the premises is to be agreed by Environmental Health.
(P) In the interests of preventing public nuisance and to deter patrons from congregating outside the front of the premises we would recommend signage advising patrons to leave quietly.
